Create a BreEZe account and start your endorsement application
The California Board of Registered Nursing (BRN) processes all applications through the BreEZe online portal at rn.ca.gov. Create a BreEZe account, select "Endorsement, Registered Nurse," and complete the online application. Pay the $100 endorsement application fee by credit card at the time of submission.
Authorize Nursys electronic license verification
California participates in Nursys. Within BreEZe, authorize Nursys to release your current license record to the BRN. If your home state does not participate in Nursys, request an official license verification from your state board and have it mailed directly to BRN. Paper verification adds 2-4 weeks to your timeline.
Complete Live Scan fingerprinting for DOJ and FBI background checks
California requires electronic fingerprinting through an authorized Live Scan site (not IdentoGO, California uses its own Live Scan network). Locate a Live Scan provider at oag.ca.gov/fingerprints/locations, bring your BRN Request for Live Scan Service form, and pay the rolling fee (approximately $49 total for DOJ + FBI). Results transmit directly to BRN.
Apply for a temporary work permit (optional but recommended)
California offers a temporary 90-day work permit for nurses holding an active, unencumbered RN license in another U.S. state while their endorsement application is pending. Apply for the temporary permit within BreEZe and pay the $15 fee. It issues faster than the full license and allows you to begin working legally during the processing period.
Monitor your application status in BreEZe
Log in to BreEZe to check your application status. California BRN is known for longer processing times than most state boards, plan for 8-16 weeks for a straightforward application. Do not contact BRN before 60 days have passed unless your application status shows "Deficient."
Prepare for CE requirements at renewal
California RN licenses renew every two years. Renewal requires 30 contact hours of CE. Specific mandatory topic areas are required each renewal cycle (see rn.ca.gov for the current list, which includes pain management, end-of-life care, and other BRN-designated topics). All CE must be from BRN-approved providers.

Is California an NLC compact state?
No. California has not joined the Nurse Licensure Compact (NLC) and is not expected to in the near term. Every nurse, including travel nurses, who wants to work in California must hold a California RN license or a valid California temporary work permit. This is the most important planning point for any nurse considering California assignments: begin the endorsement process 3-4 months before your anticipated start date.

Temporary work permit: the travel nurse's best tool
Because California processing times frequently run 8-16 weeks or longer, the BRN temporary work permit is critical for travel nurses on short-cycle contracts. The temporary permit is valid for 90 days and is non-renewable. It can only be used once per endorsement application. Apply for it at the same time as your endorsement to start the clock as early as possible. Note: the temporary permit is only available to nurses who already hold an active, unencumbered license in another U.S. state.
Continuing education for renewal
California RN licenses renew every two years on the last day of the birth month. Renewal requires 30 contact hours of continuing education from BRN-approved providers. Mandatory topic areas are specified by the BRN and have historically included pain management and end-of-life care. Check rn.ca.gov before each renewal cycle for the current mandatory topic list, as requirements are updated by board regulation.
Timeline expectations
California BRN is one of the slowest processing boards in the country. A straightforward endorsement application, Nursys electronic verification + Live Scan cleared, typically takes 8-16 weeks. Applications requiring paper verification or those with any disclosure items (criminal history, prior discipline, malpractice) can take 4-6 months or longer. Plan accordingly. The BRN's online status system updates as applications move through stages, and you can call the main line after 60 days if your application has not moved.
